Ingredients
For the cookie dough
1 cup unsalted butter, softened
1 cup granulated sugar
½ cup brown sugar, packed
2 large eggs
1 teaspoon vanilla extract
2 ½ cups all-purpose flour

For the streusel topping
½ cup all-purpose flour
¼ cup brown sugar
1 teaspoon cinnamon
3 tablespoons cold butter, cubed

½ cup powdered sugar
1 to 2 tablespoons milk
¼ teaspoon vanilla extract
Instructions
1 Preheat the oven to 350°F and line a baking sheet with parchment paper.
2 In a large bowl, cream together the butter, granulated sugar, and brown sugar until light and fluffy. Add the eggs one at a time, beating well after each. Mix in the vanilla extract.
3 In a separate bowl, whisk together the flour, baking powder, baking soda, and salt. Gradually add the dry ingredients to the wet ingredients, mixing until a soft dough forms.
4 To make the streusel topping, combine the flour, brown sugar, and cinnamon in a small bowl. Cut in the cold butter using a fork or your fingers until the mixture forms coarse crumbs.
5 Scoop heaping tablespoons of dough onto the prepared baking sheet, leaving space between each. Gently press down to flatten slightly, then top each cookie with a generous spoonful of streusel.
6 Bake for 12 to 14 minutes, or until the edges are golden and the centers are set. Allow the cookies to cool on the pan for 5 minutes before transferring to a wire rack.
