- Begin by steaming or boiling the broccoli florets until they are tender. Once done, drain and chop them finely.
- In a large bowl, mix together the chopped broccoli, cheddar cheese, Parmesan cheese, flour, beaten eggs, onion, garlic, salt, and pepper until well combined.
- Take a small amount of the mixture and form it into patties.
- Preheat the oven to 375°F (190°C). Arrange the patties on a parchment-lined baking sheet and bake for 15-20 minutes, flipping halfway through the cooking time.
